Human Resources (HR) - Operator: Creating and Managing Proceedings

The HR - Operator application is the tool used by the Staff Affairs Unit, HR operators, and designated signers to create, process, and finalize HR proceedings (such as career changes, attendance measures, and official assignments).

Who can use HR - Operator?

  • Authorized operators from the Staff Affairs Unit.
  • The Head of Unit for the Staff Affairs structure.
  • The Head of the Staff Affairs Area.
  • Designated Signers — for the final approval step only.
Remember to configure the HR applications first. Refer to Human Resources Applications: Configuration for the setup guide.

Create a New Proceeding

From the sidebar, access HR - Operator. You will see a list of existing proceedings. Click New Proceeding to begin.

Step 1: Select Family and Type

Proceedings are organized into Families (the category of administrative document, e.g., "Directorial Decree") and Types/Measures (the specific nature of the proceeding, e.g., "Part-time Reduction"). Select the correct combination before proceeding.

Step 2: Select the Recipient

Search for the staff member who is the subject of the proceeding. Only users with a Personal Code (digital identity) can be selected.

Step 3: Fill in the Proceeding Details

Reference StructureThe department responsible for managing this proceeding.
RPAThe Responsible for the Administrative Procedure — typically the head of the relevant unit.
SignerThe authorized official who will sign the final document to make it legally valid.
ClassificationInherited from the Family/Type configuration; can be adjusted if needed.
NotesOptional internal notes about this proceeding.

Step 4: Generate and Upload the Signed Document

Once all fields are complete, click Generate Documentation. The system will produce a draft proceeding document in PDF format. This document must be signed by the designated signer and then re-uploaded to finalize the proceeding.

Once the signed PDF is uploaded, the proceeding status changes from Pending Signature to Signed, and it becomes visible to the recipient in HR - Archives.

Processing a User Request

If a staff member submitted a request via HR - Requests, it will appear in your dashboard with a status of Sent. Click on the request to review it, then use the Approve or Reject buttons. Approved requests automatically generate a draft proceeding linked to the original request.
